Overview
House Bill 1209, passed by the Georgia Legislature in 2008, created the district flexibility option for school systems within the state of Georgia. State law (O.C.G.A. §20-2-84) required all school districts to select one of three district flexibility options (Strategic Waiver School System, Charter System or Title 20/No Waivers School System) by which they would operate and inform the State Board of Education no later than June 30, 2015.
On April 13, 2015, the Hall County Board of Education voted to submit the district’s letter of intent to the state indicating the district had selected the Strategic Waiver School System as its district flexibility option. After submitting the letter of intent, the district then developed its Strategic Waiver School System contract. The contract was approved by the Hall County Board of Education on February 22, 2016 and the State Board of Education on March 31, 2016. The contract went into effect on July 1, 2016.
The Strategic Waiver School System contract offers the district the opportunity to waive certain state education laws and regulations providing the district greater flexibility with which to serve students in an effort to increase student achievement. The state extends this flexibility to the district in exchange for greater accountability for improved student performance.
